
A $69 million apartment development could bring 129 new residential units to a largely vacant North Philadelphia property.
The Philadelphia Housing Authority is partnering with Jonathan Rose Companies on the project at 1915 North 11th Street.
The 1.4-acre site borders Temple University’s campus and sits near the Temple University Regional Rail station. Consequently, the location offers convenient access to both the university and public transportation.
The six-story apartment building would feature one-, two-, and three-bedroom units. The project aims to attract employees working at Temple University and nearby institutions.
Additionally, residents would have access to several shared amenities. Plans include a fitness center, community room, study area, and outdoor courtyard.
The development would also include a 21-space parking lot. Meanwhile, a full basketball court would be added to the block.
The property has been owned by the Philadelphia Housing Authority since the mid-20th century. Previously, the site housed part of the Norris Homes community.
Those townhomes were demolished in 2019. Since then, much of the property has remained vacant.
A community center currently occupies another portion of the site. That building would be demolished to accommodate the new apartment development.
Beyond the apartment project, PHA plans to construct 15 for-sale townhomes on the property. Prices are expected to start around $280,000.
The townhomes would target households earning up to 120% of the area’s median income. Construction could begin before the end of 2026.
Meanwhile, the apartment building is expected to break ground during the first quarter of 2027.
The project represents another significant residential investment near Temple University’s North Philadelphia campus. Furthermore, it could activate vacant land while introducing new housing and community amenities.
